蔡文彬，1942年9月2日出生於河南省許昌縣艾莊回族自治鄉蔡莊村一個貧苦農民家庭。1963年從河南省許昌縣高中畢業考取成都電訊工程學院（現電子科技大學）。1966年參加「文革」，是四川省學生造反派組織——紅衛兵成都部隊的主要負責人之一。1968年5月起任四川省革命委員會副主任、9月任成都電訊工程學院革命委員會副主任。1968年12月畢業分配到電子工業部成都國營784廠任技術員。1973年5月兼任共青團四川省委書記。1977年12月繼續擔任四川省革命委員會委員。1978年5月根據趙紫陽的提議，中共四川省委決定蔡文彬帶職下派到四川省邛崍縣擔任縣委副書記。1984年2月調四川省體制改革委員會、四川省政府經濟研究中心任研究員，從事經濟體制改革的研究工作。1989年辭職創辦民辦高校——四川天一學院和民營企業——成都天一集團公司（現四川天一道盛投資有限公司），任院長、董事長。
